Proposed Parking Restrictions 2019

During the year parking restrictions have been proposed to the council. Report JTB/19/03 outlines the areas where restrictions would help to improve traffic flow, safety margins and resolve parking problems.

During the year parking restrictions had been proposed to the Council.  Report JTB/19/03 outlined the areas where restrictions would help to improve traffic flow, safety margins and resolve parking problems. 

 

The Chairman introduced the report and asked members for their observations which are noted below:

 

Grace Hill, Folkestone – Railing removed as part of a ‘decluttering’ exercise as deemed unnecessary. 

 

Broomfield Crescent – The waiting restriction welcomed although it is important that enforcement is actioned. 

 

Sea Wall, Dymchurch – Although the all year restriction on Sea Wall, Dymchurch is welcomed there was concern about other part year restrictions in the town.  Councillor Mullard will raise this at the next Dymchurch Parish Council meeting. 

 

Ashley Avenue, Cheriton.  There were concerns about speed and a suggestion made to look at lowering the speed limit to 20mph.  James Bowen will refer this to the appropriate contact.

Highway Works Programme

Members noted the following within the report: 

 

·         Appendix B – Drainage.  The soakaways at Church Hill are due to be cleaned on 29 November 2019. 

·         Appendix C – Street Lighting.  Junction 12 turning towards A20, the lighting from the Channel Tunnel is extremely bright and blinding.  James Bowen will look into this. 

·         Members noted a lack of street lighting in Royal Military Road, which potentially makes it an unsafe area.  James Bowen to refer this on. 

 

Mr Bowen said that it is important any problems with regard to street lighting are reported and the easiest way is through the KCC website. 

 

·         Appendix D – Transportation and Safety Schemes. Hammonds Corner, redesign has been carried out, however the build costs requiring funding. 

·         Local Growth Fund – Cycle path from Reachfields to Martello Lakes, members commented that the kerbline is weathered which means the inner white line dominates and becomes misleading to drivers.  James Bowen will refer back and return to members. 

·         Appendix E – Developer Funded Works.  Members commented that it seems works are carried out with no thought given to the proximity of works to each other and this causes congestion.  Mr Bowen will email relevant staff to remind the need for co-ordination. 

·         Cherry Garden Lane – there have been various incidences where lorries have hit the traffic lights at this junction.  There seems to be constant confusion at this junction. It may be that CCTV needs to be monitored and evaluated to check safety aspects.  Mr Bowen will action. 

·         Appendix I – Combined Member Grant programme update.  Dunes Road traffic island alterations.  The Romney Marsh Bus Advisory meeting discussed the idea of Stagecoach buses reinstating their service to turn at this junction hence the proposed redesign. Discussions and proposals ongoing. 

 

Final notes on this agenda item included a question on how items are allocated to the Highway Works Programme, as members agreed it is important for this Board to be informed of any major works.  Mr Bowen to refer back. 

 

Also, a reminder that KCC are happy to accept schemes from Town and Parish Councils with a suggestion that this Board are kept informed of any such schemes.

Local Winter Report and Plan

Report JTB/19/05 outlines the arrangements that have been made between Kent County Council and Folkestone & Hythe District Council to provide a local winter service in the event of an operational snow alert in the district.

Report JTB/19/05 outlined the arrangements that have been made between Kent County Council and Folkestone & Hythe District Council to provide a local winter service in the event of an operational snow alert in the district. 

 

Observations made:

 

·         Primary salting route is mainly unchanged from last year apart from Portland Road in Hythe has been added. 

·         All KCC salt bins have been cleaned and replenished.

·         Town and Parish Councils’ salt bins are not managed by KCC however, salt is provided by the County Council. 

·         Problem areas in poorer weather conditions identified by members; Harvest Way in Hawkinge and Kerton Road (untreated) in Lydd-on-Sea.
