Appointment of Chairman

The Chairmanship of the JTB rotates annually between the District Council members and those from the County Council.  For 2022-23 it is for the District Council to appoint a Chairman.

The Folkestone and Hythe District Council (FHDC) Members of the Board appointed Councillor Field as Chairman of the Folkestone & Hythe Joint Transportation Board for 2022-23.

 

2.

Appointment of Vice-Chairman

A Vice Chairman is to be appointed by Kent County Council for 2022-23.

The Kent County Council (KCC) Members of the Board appointed Councillor Hills as Vice-Chairman of the Folkestone & Hythe Joint Transportation Board for 2022-23.

Minutes

To consider and approve the minutes of the meeting held on 21 February 2022

Councillor Love wished to clarify his comment noted under Appendix H, item 20 of the minutes.  Now that the scheme was in place, he wished to know if it had successfully reduced the average speed that people drove along that stretch of road.  This would be established by conducting a speed monitoring exercise.

 

Subject to the amendment above, the Board agreed the minutes of the meeting held on 21 February 2022.

Proposed Parking Restrictions 2022

The report JTB/22/01 outlines the areas where restrictions would help to improve traffic flow, safety margins and resolve parking problems.

Report JTB/22/01 was introduced by Mr Thompson, Highways Engineer FHDC, who advised that the proposals before Members would help improve traffic flow, safety margins and resolve parking problems.

 

During consideration of the item it was noted that:

 

·       The restrictions on Enbrook Road related to the Eastern side of the road, existing restrictions were in place on the Western side.

·       Mr Thompson would look to improve the detail and clarity of the maps included in future agendas.

·       Before going out to consultation, Mr Thompson would clarify with KCC’s Highways department whether the Pavilion Road proposal was on the highway or footway.

 

 

 

 

6.

Highway Works Programme 2022/23

Report JTB/22/02 updates members on the identified schemes approved for construction in 2022/23.

As there were no KCC Highways representatives at the meeting to present report JTB/22/02, Members’ comments and question have been collated below.  Responses to these will be shared with all Members of the Board before the next meeting.

 

Appendix C

Councillor Hobbs raised concern that some heritage streetlights were being replaced by FHDC without any consultation with Parish or Town Councils.   Mr Thompson advised that there were around 1100 owned by FHDC, and KCC would soon be taking back ownership of them, however KCC required the lights to meet a certain standard.  Some of the older light columns had failed structural testing and were being replaced.  Mr Thompson offered to look further into specific cases if Councillor Hobbs would email him with the details of his concern.

 

Councillor Weatherhead asked if Mr Thompson had an update on his Stone Street enquiry, Mr Thompson advised that he had just received an updated spreadsheet from KCC and would get back to Councillor Weatherhead outside of the meeting.

 

Appendix D2

Councillor Weatherhead asked for an update regarding the acquisition of Environment Agency land for the Cinque Ports cycle path project.

 

Appendix D3

Councillor Hills noted that KCC should push hard to get funding for safety improvement works at the Lydd Road junction with B2075 Old Romney, it was a very dangerous junction, and without a concerted effort funding would never become available.

 

Appendix E

Councillor Love asked for an updated regarding the replacement of the missing bus shelter in Cheriton High Street, Ref:3052.

 

Councillor Love asked for an update regarding the installation of pedestrian signals, Ref: 3053.  He noted that the situation was very dangerous, and he felt that planning permission should not have been granted without a requirement for pedestrian signals to be installed.

 

Councillor Weatherhead commented that the pedestrian lights on the A259 at the former Sands Motel site, Ref: SH3060, were now up and running after four years.

 

Appendix F

Councillor Hills noted that plans to strengthen Derville Bridge in Lydd was good to see.  However, he wanted to highlight to KCC that the surface and condition of Kerton Road bridge was in a very poor state, it needed attention as it was a main route to work for many workers at the power station.

 

Appendix I

Councillor Gane asked where the traffic would be diverted to whilst work to install a zebra crossing at Risborough Lane were underway?

 

Councillor Hobbs expressed concern that, although not listed in the report, Broad Street, Lyminge would be shut for 42 days to allow drainage works to take place.  He had received a letter from Age UK highlighting the impact this would have on their services.  Mr Thompson advised that KCC officers had seen the letter, and he understood that they were looking into other options with the developer.  If residents wished to make a complaint, they could do so by calling 0300 418181.
