conditions set out at the end of the report and a S106 agreement providing 30% affordable housing, High Street improvements (to public realm) High Street/ Station Road improvement works (highway improvements), healthcare contributions, open space contributions (improvements to playing field), transfer of public open space to a management company, KCC contributions relating to primary education, community learning, library bookstock, social care, TRO application fee for application to improve highway capacity and safety improvements, travel plan and cycle improvements; and that delegated authority given to the Chief Planning Officer to agree and finalise the wording of the conditions and the legal agreement and add any other conditions that he considers necessary.

Members were informed that Sport England should have been consulted with regard to the loss of part of the playing field but, due to an error, had not been. However, they had objected to the previous application and it was likely, therefore, that they would object to this one also. It was requested that should Members resolve to grant planning permission, delegated authority be given to the Chief Planning Officer to grant planning permission following notification to Sport England of the Committee resolution and subsequent referral to the Secretary of State if required.
