Environmental Enforcement Activity across Shepway - position statement and future option

The option of commissioning an external provider to undertake additional enforcement duties, aimed at increasing Fixed Penalty Notices (FPNs) issued for incidences of litter, fly tipping, dog fouling and the results of soft market testing with a number of companies has been considered by CMT. An assessment of the levels of in – house enforcement currently being undertaken to address dog control matters and other environmental crimes has also been made and whilst activity has improved significantly, Cabinet are asked to make a decision on whether an external company should be commissioned to further improve the levels of FPNs being issued with a focus on dog fouling and dog control alongside the in-house provision.
