To consider and approve, as a correct record, the minutes of the meetings held on 26 January and 10 February 2022.

Members were provided with an addendum to the report which updated the recommendations in the original report. This was tabled by Councillor Peall as the Cabinet Member for Enforcement, Regulatory Services, Waste and Building Control. He did however make clear that he supported the original published recommendations to the report and would be proposing those. Following an amendment which proposed the revised recommendations there was an extensive debate.

1.     That report C/21/82 be received and noted.

2.     To amend the proposed Dog Control PSPO for 2022-2025 (included as Appendix 2 to the report) before proceeding to public consultation by amending the seasonal beach restrictions listed Schedule 1a of the PSPO to ‘Dogs banned between 1 May to 30 September inclusive’ and deleting ‘between 09:00am – 18:00pm’. This will apply to all locations listed in Schedule 1a.

3.     Agreed that the proposed Dog Control Public Space Protection Order for the period 2022-2025 are published for public consultation for a period of ten weeks.

4.     Agreed that the Cabinet Member for Enforcement, Regulatory Services, Waste and Building Control approve the final version of the new Dog Control Public Space Protection Order after review of the responses received from the consultation exercise.

REASONS FOR RECOMMENDATIONS:

The Dog Control PSPO has proven to be an effective means to support enforcement against irresponsible dog ownership and related anti-social behaviour.

a)   The Council must have regard to both CIPFA’s Prudential Code for Capital Finance in Local Authorities and the Department for Levelling Up, Housing and Communities’ Investment Guidance when carrying out its duties under Part 1 of the Local Government Act 2003.

b)    The Council is required to approve a Capital Strategy for the forthcoming year.

c)    The Council is required to approve a Minimum Revenue Provision statement for 2022/23 in advance of the start of the financial year.
