Highway works programme 18/19

Members raised a number of points as follows:

 

Cheriton Road/Cherry Garden Avenue junction (traffic lights) the road markings need to be made clearer a number of incidents recently suggest that drivers are going in the left lane to go straight on and it will result in an accident soon.

 

KCC Traffic scheme engineers will look at this and report back.

 

Cycle Routes, updates on progress requested and officers will report back on phases 1 and 2, together with the details for phase 4.

 

Alkham Valley junction with A260 update was requested at the last meeting, KCC officers will look into progress and report back.

 

A259 Seabrook, Olivia Court update requested, members were informed that there has been o feedback from the Development Engineer so this will be investigated and an update will be given to members as soon as possible.

Proposed Parking Restrictions 2018/19

Members noted the parking restrictions highlighted in the report and raised a number of issues as follows:

 

Ryland Place – this was raised by Stagecoach who have had problems with turning their vehicles in the area, officers will go back to them to make sure that this would solve the issues raised by them.

 

Pound Lane - Councillor Peall informed that this was raised due to farm vehicles not being able to access easily in this area.

 

Sandgate Hill – members welcomed this and informed that residents would be pleased to see this implemented.

 

Footway Parking Restrictions – members were informed that signage would be used to remind people of parking on the footway. Officers informed that enforcement action will take place if required and enforcement officers are aware of the areas they need to cover and are already doing so.

 

The changes to take place in Lewis Road will be monitored by officers to make sure that they are adequate and working well.

 

Any cars parked in areas marked for bus stops are covered by enforcement action, paying particular attention to those near to schools.

 

It was also noted that any disabled parking bays are reviewed every 3 years so if there are any changes to circumstances these would be picked up through the review.

 

It was agreed that officers look at the issues surrounding Tontine Street again in respect of the emergency services enquiry.

 

All the items in the report will be consulted on and any decision will be presented to the Cabinet Member in due course.

 

It is recommended that:

1.         Traffic Regulation Orders are made or amended for the above proposals in the new financial year. Before a TRO is made, the regulations require statutory consultations with all affected persons.

2.         Any objections to the TROs are reported to the Cabinet Member for Transport to consider and decide on whether a scheme should be progressed.
