To consider and approve the minutes of the meeting held on 17 September 2018.

The minutes of the meeting held on 17 September 2018 were submitted, approved and signed by the Chairman. 

During the year 2018 parking restrictions have been proposed to the council. Report JTB/18/07 outlines the areas where restrictions would help to improve traffic flow, safety margins and resolve parking problems.

Members made the following comments: 

·         Horn Street – due to the shape of a disabled parking bay on this road vehicles are forced to reverse out of the bay, this needs to be relooking at. 

·         Manor Road – members welcomed additional parking along this road however noticed the restriction is one hour parking whereas other nearby roads are two hours.   Mr Fred Miller, Transportation Manager, explained that Manor Road restrictions have not changed to two hours as it is not especially near retailers.  The doctor’s surgery on this road means a quick turnover of vehicles is required.

·         Concerns were raised with regard to enforcement especially on the Marsh

Prior to this meeting an email had been received from a resident concerned about Old Rectory Close in Hawkinge and parking on pavements which then causes obstructions for pedestrians. 

Although members agreed this is a concern, Mr Paul Thompson, Highways Engineer, explained that due to the width of the road a footway ban cannot be considered on Old Rectory Close and other roads in this area.  If such a ban was in place it would mean issues with larger vehicles, ie refuse trucks, deliveries and emergency services gaining through access. 

Members discussed other roads, namely Pavilion Road and Hollands Avenue and appreciated the problems with enforcement for the whole District.  There needs to be a balanced approach to any parking restrictions and ask residents to remain thoughtful when parking.  Future housing developments could allow for increased parking as car ownership further increases.

Report JTB/18/04 outlines the County Council’s strategy for implementing the new Code of Practice for highway maintenance management which becomes fully effective in October 2018.  It is highly unlikely that there will be any material impacts on the volume or cost of highway maintenance works but there will be a greater emphasis on the assessment of risk. Currently, no changes to service standards are proposed however, prior to any changes being made a full evaluation of options would be required followed by approval in accordance with the County Council

The Chairman advised members of the following minor amendments to the report:

Page 50 – Appendix B – Parish should read Wingmore not Wigmore. 

Page 54 – Appendix D – Church Road, Cheriton, current status is now ‘works complete. 

Page 57 – Appendix J – Dover Hill, Folkestone, current status is now ‘works complete.  Councillor Dick Pascoe thanked Pauline Harmer, KCC District Manager for this particular work. 

Councillor Tony Hills also advised that on page 57 – Ashford Road, Snave, works are now complete.

Report JTB/18/06 presents the Winter Service Plan for the Folkestone & Hythe District in 2018/19.

Hythe District in 2018/19.

The Chairman asked members to personally check any gritting bins, although the County Council do make spot checks throughout the Winter months. 

Members were reminded that if there are any problems with gritting bins these can be reported to Highway services online.

It was agreed that the District and County Council recognise the impact and importance of local residents and how they can help during the Winter months.  Very little salt is needed to cover a large area and residents should be encouraged to salt not only their driveways but also the pavements/roads outside their properties.
