Proposed bus stop infrastructure to support the extension of the 73 bus route in Hawkinge

Report JTB/18/08 gives details of proposed bus stop installations in Page Road, Atkinson Road and Pannell Drive Hawkinge to support a commercial extension of the 73 bus service, operated by Stagecoach South East. Members are asked to consider the response to the consultation and the resulting recommendation.

Members were asked to consider the response to the consultation and the resulting recommendation.

 

Mr Dan Bruce, Public Transport, KCC, introduced the report and advised that a non-statutory consultation had taken place. 

 

Bus stop length was mentioned as this could diminish parking.  However, bus stops are a standard length to allow buses to pull in.  It was noted that some bus drivers do not pull in wholly which can then block traffic behind.  This problem needs to be reported to Stagecoach. 

 

Mr Bruce was asked whether single or double deck buses were to be used on the route. Mr Bruce advised that he believed single deck vehicles are used on route 73 but would seek clarification with Stagecoach. Mr Bruce noted however that Stagecoach, as a commercial business, could change the vehicle type in future without requiring permission from local authorities.

 

Anti-social behaviour can be directed at bus stops, for example, graffiti and other vandalism.  The District’s new Locality Officers are mindful of this and any such occurrence reported will be dealt with. 

 

Members were appreciative of the bus stop installations as these would benefit the majority of residents in this part of Hawkinge and they considered that the sites had been appropriately sited.

Members noted the following:

 

·         A20 Cheriton Road jw Cherry Garden Avenue – camera is operational.

·         Sellindge A20 – concerns with width of road, increased traffic due to M20 closure and poor diversion signage.  These concerns will be highlighted at the Safety Audit to be attended by Pauline Harmer, District Manager for KCC. 

·         Ashford Road, Snave – HGV sign has been raised as it was obscuring drivers’ view at this junction.

KCC Funding - Highway Improvements

On behalf of Dr Sarah Robson, Assistant Director – Strategy, Performance and Communications, the Chairman, Councillor Mrs Ann Berry read out the following statement:

 

KCC is holding a special fund relating to Brexit in terms of highway improvements across the county. Folkestone & Hythe District Council is in discussion with KCC to see where we can potentially influence the spend, highlighting the A20 as a potential priority in our district.

 

The main focus of funding held by KCC will be to promote modest improvements to the highway, this could include surface and potholes repairs, interventions to prevent indiscriminate car parking e.g. by HGVs and tackling overgrown shrubbery and planting.

 

Cllr Jenny Hollingsbee is currently working with officers to identify a list of potential improvements to the A20, which will then be forwarded for consideration by KCC.

 

Pauline Harmer advised members that extensive patching had been undertaken from Junction 11 towards Ashford, along with signage cleansing and, where needed, replacement.  Bollards at Junction 11 will not increase and as part of collaborative working between KCC and the district council litter and shrubbery clearing had been undertaken.  

 

 

 

Prior to the closure of the meeting, Councillor Tony Hills asked members to note the minutes of a meeting held in New Romney on 29 November 2018.  The main points being: 

 

·         The possibility of a rural community bus service from New Romney town to Appledore Station for the benefit of workers who commute to Ashford. 

·         Parking issues in New Romney.

·         Bus services on the Marsh
