Councillor David Wimble declared a disclosable pecuniary interest in minutes 28 and 29 - 21/1209/FH - Princes Parade Promenade, Princes Parade, Hythe, CT21 and 21/1182/FH CON - Princes Parade Promenade, Princes Parade, Hythe, his interest arose as he is a Cabinet member and therefore withdrew from the meeting during discussions and voting on these items.

 

Councillor David Wimble declared a voluntary announcement in respect of minute 24 - 21/0747/FH - Sandbanks, Coast Road, Littlestone, TN28 8RA. Councillor Wimble’s interest arose due to the applicant carrying out business with his employer but the Councillor made it clear he receives no financial compensation from this arrangement; he remained in the meeting during discussion and voting on this item.

Draft Licensing Policy Statement 2021 to 2026

Report DCL/21/13 sets out the proposed revisions made to our Licensing Policy Statement. This Policy will cover the period 2021 to 2026.

Resolved:

1.         To receive and note the report DCL/21/13.

2.         To approve the revised draft Licensing Policy Statement for the period 2021 to 2026 go out to consultation for a nine week period.

3.         To authorise the Corporate Director (Place) to approve any minor

amendments to the Policy as a result of the consultation, before being presented back to Planning & Licensing Committee on 11 November 2021 and finally Full Council on 24 November 2021 for approval.

Councillor Treloar put to the council that Councillor Wimble was not fit to vote on the application 21/0747/FH because he only reluctantly declared a possible interest in the application when pressed by Councillor Jackie Meade once the application was open for discussion – and because he arrived to committee with a lengthy written statement in support of the application, which raises concerns about pre-determination. Councillor Treloar asked for these concerns to be minuted.
