Terms of Reference:

Advising the Council on the adoption, alteration, review or amendment of any part of the Council’s constitution, the powers of the Leader of the Council to decide the arrangements for the discharge of Cabinet functions, the members’ allowance scheme, the management structure, the register of members and the number of members on each committee or sub-committee and the membership of committees and sub-committees.
