Local young people have had a difficult year and have missed out on many social activities.  Many children are struggling with their mental wellbeing.  The offer to return to safe outdoor scouting activities by purchasing an event shelter which could also be used in adverse weather.  Being able to return to scouting would give the young people in the St Marys Bay community an opportunity to resume an aspect of ‘normality’ and structure in their lives as well as having some fun activities and socialising with their friends in a safe, organised and risk assessed way.

At our unit, we have 53 cadets (aged 9-18) with 21 adult volunteers, who (during

normal operations) attend the unit twice a week, and then at weekends we take the

cadets away on training weekends. This is hugely beneficial for those young cadets in helping them grow as individuals. Historically, we have had a number of cadets

continue their careers by joining the Royal Navy, all citing the benefits that Sea and

Royal Marine Cadets bring to making their naval careers a reality. As a Charity, we

also make sure we are prominent in all Folkestone events including Armed Forces

Day, Hythe Venetian Fete, and Remembrance Events, to name but a few.

Academy FM is an education charity that also runs Folkestone’s Community Radio station. We are currently taking part in a national initiative to investigate the benefits of introducing Careers Education to Primary School children, in a project funded by the Careers & Enterprise Company. This project has been a great success, and we want to bring it to more children – we are asking you and some of your fellow Councillors for funding to carry this on, in up to 6 schools across 6 Wards. We aim to help children understand employment & careers by introducing them to local business owners and professionals, using Academy FM’s expertise in audio interviews. The children work in class-groups to research and then record audio interviews about careers they’re interested in, with visiting professionals or on trips to workplaces. Because we are a radio station, businesses are keen to engage with us. Previously we’ve had paramedics, farmers, firemen, office workers, builders, soldiers, footballers, IT professionals, actors and more. We are applying to you for £290, funding 50% of the work with Christ Church Primary, which is within your Ward. We are asking Cllr Peall for the remaining 50%.

There is a growing understanding that careers-education is happening too late in the development of young people – it is largely delivered from age 14+. Our current project is supported by the Careers & Enterprise Company because research shows that children often have little idea of the link between school and their future career.

In a deprived town this is important, especially with concerns about youth unemployment due to Covid. Our current project is coming to an end, and we want to carry on this work. While some children have ideas about potential careers, some don’t realise their potential, and others think they can’t be a soldier because they’re a girl, or be a nurse because they’re a boy. We introduce them to a range of people from professionals with interesting but hard-to-attain careers such as footballers, to a range of more common vocations. The children research a career, and then record an audio interview with a visitor. One thing that always comes across is the importance of English, Maths, presentation, and communication skills. Because our methods use audio interviews, the children are engaged and the audio can be listened back to and shared between schools.

Lifeguard Safety Equipment - Each year Folkestone Rescue is called upon to help keep the general public and visitors of Folkestone safe while at the seaside and along the coastline. Our volunteer team give 100% day and night to respond to requests for help and in turn save lives. However, as a charity the increasing demand puts wear and tear on our kit and equipment which is in desperate need of replacement. With that in mind we are currently in the process of trying to raise funds by means of donations to help replace and update old equipment used by our volunteers while on duty. The equipment used is vital to our day to day operations as it allows us to keep our team safe and warm while saving lives. The support of our local councillors today would help provide everything they need and you could be an essential part in helping to save the next life.

Our volunteers between them put thousands ofhours in keeping the local community of Folkestone safe especially during the busysummer holidays. The biggest challenge faced by our volunteers is that the sea can bea frightening place and Mother Nature can throw all sorts of weather conditions atyou when you least expect it. Performing a rescue is a very challenging task and putsextreme pressure on our volunteers to do their best with the goal of saving lives andkeeping the community of Folkestone safe. However with the right equipment &lifeboats the challenge of saving a person’s life becomes something our lifeguardscan handle.

The Bank Youth Club - an open youth club based in Hawkinge community centre. We

have been running for 5 years and are well established, we run various activities for

young people and provide a safe space for them to reach their full Potential, the

group incorporates a high level of support as we have at least 7 young people with

learning Disabilities attend, we provide competitions to stretch the young peoples

ability’s and this has lead onto young people forming a youth council to help improve

the local community.

The young people, their parents all support the project as does The Hawkinge town

council. We are the only youth club in Hawkinge that provide support for young

people with additional needs, fostered children because of the wealth of the

volunteers we have. The young people love the group and are very supportive for us

to continue the work we have started.

14/08/2020 - FOLKESTONE HARBOUR PROPOSED PARKING CONTROLS CONSULTATION ref: 2228    Recommendations Approved

The proposal is to extend the existing controlled parking zone (Zone G) to include roads in the Folkestone Harbour area as shown in appendix 1. This report explains the findings of the recent public consultation for the proposed extension, and makes recommendations that reflect the responses received.

1.        To receive and note Report C/20/29.

2.        That subject to statutory consultations on a proposed traffic regulation order (TRO), parking controls are progressed in the roads shown in appendix 1.

3.        That the draft TRO includes restrictions for the rest of Tram Road, Dover Road (between Martello Road and Southern Way), Grove Road, Abbott Road, Morrison Road, Ormond Road, Folly Road, Rossendale Gardens and Rossendale Road, in light of the recent petition received for the inclusion of these roads.

4.        That the proposed TRO include ‘permit holders only’ parking in all but Dover Road in order to maximise parking for residents.

5.        That shared use parking and 1 hour free limited waiting spaces are proposed for Dover Road to enable parking for customers visiting local shops.

6.        That the hours of operation for the permit restrictions replicate Zone G, Monday to Sunday (including bank holidays), 8am -8pm.

7.        That each household or business be restricted to a maximum of two resident or business permits.

8.        That the number of residents’ visitors’ permits per household be limited to 50 in any year, but this limit be extended in exceptional circumstances.

9.        That residents and businesses with more than one car be entitled to buy a shared permit for the number of vehicles registered to them.

10.     That the fees for permits and eligibility criteria replicate current arrangements for existing scheme as follows:

b) The vehicle is either a passenger vehicle or a goods vehicle of a height less than 3.2 metres (10ft 6ins) and length less than 6.5 metres (21ft 4ins) a gross weight not exceeding 5 tonnes.

 

II.     Resident visitor permits

             Applicant’s usual place of residence should be in the CPZ

 

III. Business permit

a) The business operates from an address within the CPZ

b) The vehicle is essential for the efficient operation of the business

 

11.     That a proposed amendment traffic regulation order be advertised as soon as possible for the implementation of the recommended parking controls, and that the Transportation Specialist reports back to the Cabinet Member, if there are any objections.

12.     That a full review of the extended area be carried out 12 months after implementation.

 

 


Reasons for decision:

The Cabinet Member for Housing, Transport and special projects is asked to agree the recommendations set out below because:

a)           The area has been affected by long-term commuter parking problems and an extension of the CPZ (Zone G) to include further roads will help address the issues residents are experiencing.

b)           The responses received indicate a majority of respondents are in favour of parking controls to be introduced.
