Tidy the Stade Area – To provide a skip for The Stade Area for a limited time period.  Residents will be advised that the skip is being provided for their use.  It will enable them to clear any rubbish and unwanted items from the vicinity.  This will hopefully encourage residents to help keep the area tidy and limit the amount of fly tipping and litter which is currently seen in the area

11/02/2019 - The Folkestone Leas Lift Company CIC ref: 1967    Recommendations Approved

Restoration of the Leas Lift – The Folkestone Leas Lift Company CIC was set up in 2018 with the sole purpose of getting the Leas Lift back up and running, with a stable and secure financial future.  The entire project cost of £1M will be sought from donations, Government, business and from grant making trusts.  Approximately £600K will be spent on engineering, with £148K of this to replace the braking system.  The building is due to be added to an at risk register.  The Board has identified a suitable solution to the braking system and work is due to start in April of this year.

The CIC is the only group willing and able to finish this project and has the backing of 1600 members of the community group, The Friends of the Leas Lift.  The historical importance of the Leas Lift is widely recognised along with the importance to the regeneration of the town, the town’s identity and the jobs it will support and create.

The Folkestone Town Sprucer Project – A team cleans, spruces, clears and smartens up neglected parts of Folkestone in a swift and responsive way, often when contact by a member of the public.  The project provides an opportunity for volunteers to be part of a meaningful regular activity, developing pride, confidence and experience, often leading to unemployed people re-entering the workforce.  The project is funded by public donations, some local authority support and grants from charitable trusts.

Organ Overhaul – All Saints’ organ is of historic interest.  It was built in the early 1880s and is a fine example of a ‘Father Willis’ organ.  The organ is in need of a complete overhaul.  The regular tuner, David Wintle, will undertake the work.

Chair Yoga and Active Armchair – To improve the health and wellbeing of clients at Age UK and other local 50+ residents of Cheriton.  The aim is to increase the number of physical activities offered.  Participants will be monitored with regard to their physical and mental well-being before and after the three month programme, using questionnaires, as well as carrying out some simple physical assessments from Later Life Training ‘Functional Fitness MOT.  There will be a series of 10 weekly one hour Chair Yoga classes which will also incorporate short mindfulness or meditation sessions and six bi-weekly one hour Active Armchair sessions.  These are organised by a Chatham based dance company, The Right Step, a group which has been benefitted from in the past

Yoga has shown to be beneficial for mind, body and spirit and can be carried out by those less mobile or have difficulty in balancing.  Regular sessions will increase core strength which gives more confidence in walking. 

 

Many clients of Age UK and other local residents have expressed a wish for ‘dancing’ and ‘more exercise’ when questioned about new activities at the Centre.  Several have suggested yoga in particular.

05/02/2019 - Strange Cargo - Cheriton Light Festival 2020 ref: 1935    Recommendations Approved

Cheriton Light Festival - Kent-based arts charity Strange Cargo is planning the fifth edition of the Cheriton Light Festival will take place on the 22 and 23February 2020, from 6 – 9pm.

 

Founded in 2013 and staged every two years, the festival offers the public a chance to see the very best in light art, with commissioned works created by leading figures in the field. Local participation is at the heart of the event and many homes, shops, public buildings and residential streets are transformed by the wonderful array of artworks on display that light up the night skies. Hailed as the largest winter arts festival in Kent – more than 10,000 people attended its last edition in 2018 – it transforms Cheriton into a blaze of light and colour.

•The “community coming together” at the event presented an exceptionally high value in response to a question “What did you like best about the event”?

Upper Radnor Park Fitness and Inclusivity – The new Radnor Park Play Area was opened in June 2017.  The provision of accessible and inclusive equipment at the park will mean that it can be enjoyed by all.  In unison with this is an opportunity to introduce an element of fitness, health and wellbeing to the park with open air exercise equipment.

21/03/2019 - Informal consultation on proposals to extend controlled parking Zones F & G. ref: 1925    Recommendations Approved

The proposal is to extend the F & G Controlled Parking Zones (CPZ) as shown in appendix 1. This report puts forward the findings of the informal consultation for the proposed extensions, and makes recommendations that reflect the responses received. 

 

On 7 March 2019 the Overview and Scrutiny Committee considered the call – in of decision number 18/076relating to the informal consultation on proposals to extend controlled parking zones F& G.

-       That the proposed actions for further informal consultation to take place in Garden Road and Walton Road be agreed.

-       That following further informal consultation and subject to the results, the scheme will be subject to formal consultation with submission of the TRO (traffic regulation order).

 

 


Reasons for decision:

The Cabinet Member for Transport and Commercial was asked to reconsider the decisions made taking into account the recommendations of the Overview and Scrutiny Committee. 

 

 

DECISION: (This decision was called in and subsequently revised as above).

1.        To receive and note Report C/18/76.

2.        That for the proposed zone F extension, parking controls are not progressed in the section Black Bull Road, and all roads to the east of it as there is little or no overall support for the introduction of restrictions in these roads.

3.        That subject to statutory consultations, parking controls are progressed in roads west of Black Bull Road, except in Albert Road, Edward Road, and Bonsor Road where respondents have indicated no support for restrictions.

4.        That for zone G proposed extension, subject to statutory consultations, parking controls are progressed in all but Harbour Way, where a majority of respondents did not support the proposed restrictions.

5.        That the hours of operation for the permit restrictions replicate existing zones F & G.

6.        That in roads where shared use parking is proposed, non-permit holders be allowed free limited waiting for one or two hours.

7.        That each household be restricted to two resident permits.

8.        That the number of residents’ visitors’ permits per household be limited to 50 in any year but this limit be extended in exceptional circumstances.

9.        That residents and businesses with more than one car be entitled to buy a shared permit for the number of vehicles registered to them.

10.     That the fees for permits and eligibility criteria replicate current arrangements for existing scheme as follows:

II.     Resident visitor permits

             Applicant’s usual place of residence should be in the CPZ

 

III. Business permit

a) The business operates from an address within the CPZ

b) The vehicle is essential for the efficient operation of the business

 

11.     That a proposed amendment traffic regulation order be advertised as soon as possible for the implementation of the recommended parking controls, and that the Transportation Manager reports back to the Cabinet Member if there are any objections.

 

12.     That a full review of the parking in the extended areas, and the roads that have been excluded, be carried out 12 months after implementation.

The Cabinet Member for Transport and Commercial is asked to agree the recommendations set out below because:

a)           There are genuine long-term parking problems in the roads recommended for parking controls.

North Aisle Renovations – The building will be purchased by the Church.  It has suffered years of neglect and needs renovation.  The immediate need is to re-felt the North Aisle roof and renovate and redecorate the North Aisle ceiling and walls where water has been penetrating for years.  The works are necessary to provide a safe and dry building for our own and community use.

The St Saviours building has been at the heart of the local community in the past, for example, the Rainbow Centre began life here.  Harbour Church runs a kids club, toddler group, youth group, crochet group, coffee mornings and can dispense vouchers for the Folkestone foodbank.  In addition, we are a venue for a detached youth club called ‘The Loft’ run by ‘For Young People’, a local youth charity.  Also, a breastfeeding support group led by a local breastfeeding counsellor.

The Romney Marsh is a rural area and it is beneficial to have a club that provides friendship and support, reducing isolation and loneliness which in turn promotes physical and mental wellbeing to all ages and disabilities.  Bingo, quiz nights, and guest speakers add variety and interest to the group.  The local community warden visits regularly and provides advice on security and local information which improves community awareness and provides signposting to welfare and safety agencies.

13/02/2019 - Strange Cargo ref: 1919    Recommendations Approved

Charivari Day 2019 - Strange Cargo will be using the funding for a team of artists to work with groups of adults with learning difficulties at The Shed in Hythe, to design and build a large backpack Charivari carnival costume. Shed staff will also be invited to Strange Cargo’s teachers masterclass at the beginning of June 2019to learn to make carnival hats, twirlers and handheld carnival images so that all of the clients who use The Shed will have the opportunity to create a carnival costume to wear on the day. The Shed group will come along to Charivari Day and take part in the carnival parade with children and families from across the Shepway District in Folkestone on Saturday 6th July.

We have teachers, artists and parents involved in Charivari now that were children in previous events, which is a wonderful legacy for everyone involved.

25/01/2019 - Folkestone and Hythe Sea and Royal Marines Cadets ref: 1917    For Determination

Accessible entrance to Unit – installing a ramp to provide access to our offices as part of a longer-term objective of improving accessibility. At present, no safe access is possible for those with mobility challenges to access the admin office, meeting room and commanding officer’s office thus inhibiting the chances of children and young people to participate in activities.  We intend to design, build and install a ramp to replace the external stairs (3 steps) to the office/admin section of the unit as the first stage of efforts to improve accessibility.

Reason for decision:

 

Aims of the organisation – Sea cadets is the UK’s largest maritime youth charity, established in 1856 and working in over 400 units with 14,000 cadets aged between 10 and 18. Cadets learn life skills like leadership and team working through nautical adventure activities and can earn extra qualifications which give youngsters a good head start in life and make them in to responsible young adults.

 

How the organisation uses the property of Ross mews, Ross Way to carry out training to deliver the aim of the Sea Cadets. The property is used two to three nights a week, 19.00 hours to 21.30 hours completing nautical training based on customs and traditions of the Royal Navy and Royal marines.  The property can also be used occasionally at weekends to hold extra activities towards qualifications ie BTEC DofE and Boating Theory sessions.

Waiting lists to access NHS mental health services are approximately four months. There has been a marked increase in mental health issues among young people, which is exacerbated by delays in accessing mental health services.

By offering an outreach programme we will remove the barrier of accessibility, which is an additional issue for many Marsh children in accessing mental health services.

New and Improved Weather Station – the purchase of a flag pole, weather station and webcam for improved vital weather data.

 

UPDATE – 22 MARCH 2019 – Cllr Dearden  has agreed for funding to be diverted towards the purchase of a new boat.

 

Every March we have regular maintenance days where the club volunteers get together and get the club and equipment ship shape for the summer season.  At last weeks session we discovered that one of our rescue boats seems to be damaged beyond economical repair – this is bad news as without the rescue boat we can’t race or run training sessions, which we are due to start up in early April.

 

At our Committee meeting last night we discussed the progress with the weather station and flag pole and as these items have not yet been purchased I suggested that I ask if you would consider us being able to divert the grants you provided us with away from the flagpole and weather station and towards the purchase of a new rescue boat which will set us back in the region of £3-4,000.  I am sure you can understand that this has to be a priority for us, over the weather station and flagpole.

The current system no longer provides accurate data and we have advised that it needs replacing.

 

UPDATE – 22 MARCH 2019 – Cllr Dearden  has agreed for funding to be diverted towards the purchase of a new boat.

 

Every March we have regular maintenance days where the club volunteers get together and get the club and equipment ship shape for the summer season.  At last weeks session we discovered that one of our rescue boats seems to be damaged beyond economical repair – this is bad news as without the rescue boat we can’t race or run training sessions, which we are due to start up in early April.

 

At our Committee meeting last night we discussed the progress with the weather station and flag pole and as these items have not yet been purchased I suggested that I ask if you would consider us being able to divert the grants you provided us with away from the flagpole and weather station and towards the purchase of a new rescue boat which will set us back in the region of £3-4,000.  I am sure you can understand that this has to be a priority for us, over the weather station and flagpole.

Charivari Day 2019 –

Charivari Day Carnival is a significant community event that actively engages around 600 local children and adults in creating costumes for a colourful, musical parade through Folkestone on 6 July. The event involves many weeks of preparation making costumes, which is facilitated by Strange Cargo. Local primary schools take part in a teachers masterclass and there are sessions with older secondary school students to learn about design and making techniques to create spectacular carnival costumes. There are public workshops and artist training opportunities.  The free event attracts a very large audience from across the district and a major community event for local people.

 

2019 is the 23rd Charivari Day and this year’s theme is ‘A night at the movies’. The event is an inclusive community carnival that has been taking place annually in Folkestone since 97.  Primary School children will make many 100’s of costumes in school, following inset training for teachers, who take a kit of materials back to their students to prepare for the event. Secondary school students come to Strange Cargo’s base in Cheriton where they will learn a wealth of valuable skills including costume design, how to build big structures, team working, use of hand tools and working with new materials.  They then take part in the spectacular carnival event, where they have the opportunity to show off their work and enjoy taking credit for making beautiful and extraordinary carnival costumes in front of thousands of people from the Folkestone community.

Folkestone under Attack – an oral history and video project centred on the map in Folkestone Museum showing where bombs, shells and V1 rockets fell during WWll. The idea is to add live testimony to an otherwise rather dry exhibit.

 

The outcome will be a presentation made at the Folkestone museum and a multi-media archive containing both video and audio recordings, which will be gifted to the museum.

 

We shall seek out living witnesses and record their stories. We shall also make videos of the locations mentioned by the interviewees as they are now. This project follows on from our Big Lottery supported project: WWll Front line Kent Childhoods but unlike that it hones in on very specific aspects of Folkestone’s and Sandgate’s experience of that war.

Over the past years our membership has increased, with many of our new members wishing to learn to windsurf. Values Passport Scheme – This links the school to six Christian Values and was created by the children.  It is an opportunity to demonstrate the Christian Values; love, perseverance, forgiveness, peace, hope and respect in their daily lives and be acknowledged for it.  The children have to show each value three times during their time at school, when they achieve each value once they will be awarded a wristband and when they achieve it for the third time, they will be awarded a cotton badge which can be embroidered onto their uniform.  Once all Christian Values have been achieved all children will graduate and be awarded a medal to celebrate their journey.  The funds will enable the school to purchase the wristbands, the badges and medals to facilitate this project.

21/01/2019 - The Sandgate Society on behalf of the Sandgate and Folkestone Footprint project ref: 1891    Recommendations Approved

It is well documented that thousands of soldiers left Shorncliffe Camp and marched down to Folkestone Harbour via Sandgate on their way to embark for the Western Front. Not just soldiers from this country but those from across the British Empire and Commonwealth.

 

48 footprints in total will be placed in Sandgate. They are those whose names appear on the Sandgate Civic and Church War Memorials- their installation being timed to coincide with the 100thanniversary of the cessation of hostilities 11-11- 2018.

 

Each Footprint bears the name and date of death of each serviceman or woman on a brass plate. Phase 2 will be at the entrance to the Coastal Park, Sandgate end.

 

A Footprint Trail leaflet will then be produced so that people are able to walk in the footsteps of those who gave their lives from Sandgate and Folkestone between1914-19. This will run from Shorncliffe Camp to the Harbour Arm with a second marching route from the Leas, down the road of Remembrance

and on to the Harbour Arm.

On the 11th November footprints commemorating the deaths of 16 of the 48 from Sandgate who fell in the Great War of 1914-18 were unveiled.

 

The project was the idea of Richard Moffat, Chairman of the Leas Lift Association and Heritage Engineer. The Sandgate Society expressed a wish to install something permanent in Sandgate to Commemorate the 100 years since the war. The Society agreed that the 48 fallen from Sandgate should be remembered in this way. This permanent memorial to the Sandgate fallen brings them home and places their footprints back on home soil. Such public display is a permanent reminder that these servicemen gave their lives out of patriotism and should be remembered forever.

There was clear evidence of a need for an accessible, affordable, central facility to serve local people and organisations serving the community for people to meet, to do activities and learn, for job preparation, emotional and physical wellbeing.  Also to promote financial wellbeing, for shelter, for advice and guidance from professionals in an informal environment.

The Scout Group has a vibrant membership of boys and girls lead by our dedicated leaders.  The group get great enjoyment from their membership including team leadership, responsibility and respect for all.  Skills and friendships formed in the Group can last a lifetime.

Mental Health Shorts – This project will work with 30 young people to research 10 common mental health problems.  They will produce a series of radio features for broadcast which will be re-versioned into videos and create webpages to host it all.  It is vitally important that parents have a good idea of the mental health issues so for the final part of the project 8 local adults will be trained to present a regular radio show talking about parenting with a mental health focus.

Reason for decision:

 

There is a mental health crisis developing in young people.  We aim to work with young people at the Folkestone Academy.  Many of the school’s students come from deprived backgrounds.  The Kent Local Transformation Plan (2017) tells us that mental health disorders are consistently associated with deprivation, with 1 in 10 children having a diagnosable condition.
