Reason for decision:

 

The School urgently need to improve outdoor play and sports facilities but

have limited funds to create what many other schools take for granted,

which is adequate playground space and facilities such as a Multi-Use

Games Area. The school have outgrown the small playground. There is a large

field; however, this is for dry weather only. Most of the year, 105 children

squeeze onto the playground and are unable to play football or tag, or

other exuberant games due to safety. Additionally, the narrow playground

space precludes the teaching of sports such as Hockey, Netball, Tennis,

Basketball etc. The rural location, unlike urban schools, means pupils cannot

walk to use other local facilities as none are in close proximity. Coach hire

is prohibitively expensive. As such, the children suffer from rural

deprivation.

Received positive comments from many including parents who are keen to find resources that reflect their families’ lives and those in the wider community.  The donations to six local primary schools were welcomed by headteachers, teachers, parents and children.  This was identified by all as a priority in their teaching and curriculum development.  This will be an extension of the project into the early year’s sector.  The recently set up crowdfunding website has had a positive community response.

08/07/2021 - PROPOSED PARKING CONTROLS CONSULTATION- EAST CLIFF GARDENS AREA ref: 2415    Recommendations Approved

The proposal is to introduce parking controls in the East Cliff Gardens Area, Folkestone Harbour Ward as shown in appendix 1. This report explains the findings of the recent public consultation for the proposed parking controls, and makes recommendations that reflect the responses received.

1.        To receive and note Report C/21/19.

2.        That subject to statutory consultations on a proposed traffic regulation order (TRO), a new controlled parking zone (CPZ) is progressed to cover all the roads shown in appendix 1.

3.        That the proposed TRO include ‘permit holders only’ parking in all but Dyke Road, as the majority of respondents have indicated support for such restriction. Permit holders only parking will maximise parking for residents in the area.

4.        That shared use parking with 1 hour limited waiting spaces are proposed for Dyke Road (between North Street and Radnor Bridge Road) to enable some free limited waiting for non-permit holders.

5.        That the hours/days of operation for the permit restrictions replicate the adjacent Zone G i.e. Monday to Sunday (including bank holidays), 8am -8pm, as the majority of respondents have indicated support for this.

6.        That each household or business be restricted to a maximum of two resident or business permits.

7.        That the number of residents’ visitors’ permits per household be limited to 100 in any year, but this limit be extended in exceptional circumstances.

8.        That residents and businesses with more than one car be entitled to buy a shared permit for the number of vehicles registered to them.

9.        That the fees for permits and eligibility criteria replicate current arrangements for existing schemes as follows:

Shared Resident permit                              £30 per year

Resident Visitor permit                                £5.20 per 5 sessions

Business permit                                            £60 per year

Eligibility criteria:

 

I. Resident permit

a) The applicant’s usual place of residence should be in the CPZ

b) The vehicle is either a passenger vehicle or a goods vehicle of a height less than 3.2 metres (10ft 6ins) and length less than 6.5 metres (21ft 4ins) a gross weight not exceeding 5 tonnes.

 

II.     Resident visitor permits

             Applicant’s usual place of residence should be in the CPZ

 

III. Business permit

a) The business operates from an address within the CPZ

b) The vehicle is essential for the efficient operation of the business

 

10.     That a proposed traffic regulation order be advertised as soon as possible for the implementation of the recommended parking controls, and that the Transportation Specialist reports back to the Cabinet Member if there are any objections.

11.     That a full review of the new controlled parking zone be carried out 12 months after implementation.

 

 

 


Reasons for decision:

The Cabinet Member for Housing, Transport and special projects is asked to agree the recommendations set out below because:

a)           The area has been affected by long-term visitor and displacement parking problems. Parking controls will help address the issues residents are experiencing.

b)           The responses received indicate a majority of respondents are in favour of parking controls to be introduced.

Reason for decision:

We have a growing archive of both written and audio material. We see this archive as a living and growing thing. We feel an obligation to our memory sharers whose generosity created it, to share this invaluable heritage with the wider community.

Early work on feasibility studies for future projects done with Christchurch Canterbury University students on placement with us shows that getting young people to voice extracts from our elderly memory sharers’ accounts not only teaches the young about our heritage but also builds empathy with the memory sharers themselves.

Voicing is a very popular idea with both those memory sharers who have sent us written material and with our existing volunteers. Helen Sharp who is working with Folkestone Academy on a WWII history project is keen for her students to become involved by doing some voicing for the pilot project.

 

Support for a fascinating project that engages young and young at heart alike, and preserves local memories in an interesting and engaging format. The small grants from ward councillors will act as evidence of local support for the project, hopefully enabling Pavement Pounders to receive much greater HLF support for a wider project ot the benefit of the area.

Replacement cladding, guttering and doors - New cladding to the entire building, replacement facia and guttering and a new secure door to the main entrance.

Reason for decision:

The 1st Cheriton Scout Hut is used by ourselves, local groups such as line dancers and Slimming World groups along with the local council as a polling station. Historically the building has been used as a local bingo hall and also as a secondary school special assistance centre for many months.

Scouting gives young people the opportunity to try new things, be of service to others, builds self-confidence and reinforces ethical standards.

These opportunities not only help them when they are young, but carry forward into their adult lives, as well.

What children learn in their formative years is instrumental in shaping their characters.

Scouting builds character by teaching confidence and self-reliance, and promoting positive role models as your child grows and develops.

Through planned advancement, Scouts are always in a learning environment, increasing their capacity for goal-setting, choice making and accomplishment.

Scouting Brings Families Together. Scouting is unique in that it offers families a variety of experiences not found in other activities and in doing so enriches the local community.
