This decision will be taken under urgency procedures.

Reason for urgency:
This decision was taken by me under my delegated powers contained in paragraph 2.1 of the scheme of delegation to officer (part 8.1 of the Council’s constitution) which authorise urgent decisions. The reason for the urgency are set out below. In addition the decision is outside the budget. In normal circumstances proposed decisions outside the budget must be referred to full council. In this instance it was not possible to convene a meeting of full council before the offer to purchase the property needed to be received and this also is the reason why I needed to use my urgency powers (see rule 4 – Urgent Decisions Outside the Agreed Budget or Policy Framework – of part 4.4 of the constitution). The risks in not making the offer are set out in the record of decision. The Chairman of the Overview and Scrutiny Committee agreed both that the decision proposed was reasonable and should be treated as a matter of urgency.
