This report sets out revised proposals for how Folkestone & Hythe will use the additional 5% ‘top-up’ to the funding for Small Business Grant (SBG) and Retail, Leisure and Hospitality Grant (RLHG) schemes allocated to local authorities for a discretionary COVID-19 business grant scheme

Special urgency notice

This item is subject to the Special Urgency procedure as required by The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012. It is proposed to take a key decision on the date shown on the title page of this Forward Plan. It would be impracticable to defer the decision until the publicity requirements for key decisions has been met and it is not possible to proceed under the General Exception procedure by virtue of the date by which it is proposed to take this decision. The Chairman of the Overview and Scrutiny Committee has agreed that the taking of the decision is urgent and cannot reasonably be deferred.

Reason for urgency:
This is an urgent decision because many businesses in the district are facing dire financial issues due to the COVID 19 Pandemic. It is therefore necessary to be able to award a discretionary grant to eligible businesses as soon as possible.

Principal Background Information: THIS DECISION HAS BEEN MADE USING URGENCY PROVISIONS SET OUT IN PARAGRAPH 13, OF PART 6.4 OF THE CONSTITUTION. Please note that this decision allows the following changes in in eligibility to the original scheme: Expanding the Retail, Leisure & Hospitality sector to include: Garage & MOT centres, Businesses in the supply chain that support this sector, Businesses in this sector operating from residential premises. Consideration given on an individual case by case basis, to small & micro-businesses operating in business premises with a Rateable Value greater than £51,000. Bed & Breakfast category extended to include holiday let accommodation (i.e. accommodation where service is limited to cleaning) with one grant available per owner. Eligible recipients to include those that have received support from the Self Employment Income Support Scheme, where all other criteria is met.
