Reason for urgency:

In preparing the report it has become clear that it will be difficult to give a detailed report without including exempt financial and operational information related to bids received. The reason for urgency is that a decision is needed in July for a January contract start in order to start the transition to the contract, a key factor being the lead in time for new fleet vehicles to be delivered.
