14/11/2019 - Report on the analysis of public consultation for a possible controlled parking zone in the area around Clifton Crescent in Folkestone. ref: 2067    Recommendations Approved

This report sets out the results of the recent informal consultation for a proposed controlled parking zone (CPZ) in the area around Clifton Crescent in Folkestone as shown in appendix 1. There is parking congestion in this area and the council had received an application and a petition from residents requesting for parking controls to be introduced. The consultation was designed to seek the views of residents and businesses within the local area about possible changes to the current parking arrangements.

1.        To receive and note report C/19/43.

2.        That subject to statutory consultation on a draft Traffic Regulation Order (TRO), parking controls consisting of permit holders only parking are introduced in all roads as shown in appendix 1.

3.        That subject to statutory consultation on a draft TRO, pay & display only parking bays are introduced along a section of The Leas (between Clifton Crescent and Clifton Gardens) to provide short-stay parking for non-permit holders.

4.        That subject to statutory consultation, the number of coach parking bays along The Leas (between Clifton Crescent and Clifton Gardens) be reduced from four to two to reflect the wishes of residents and the nearby hotel, and that the spaces be converted to pay & display bays for visitors.

5.         That officers report back to the Cabinet Member for Transport if there are any objections to a proposed draft TRO.

6.        That the hours of operation of the CPZ be 8am-8pm, Monday-Sunday (including bank holidays), based on the responses to question 5.

7.        That each household be restricted to two resident permits based on responses received to question 7 and 8.

8.        That the fees for permits reflect those agreed by Cabinet in the current fees and charges schedule.

9.        That the number of residents’ visitors’ permits per household be restricted to 50 in any year but this limit be extended in exceptional circumstances.

10.     That the proposed pay & display charges along The Leas reflect current charges in the adjacent Zone Al agreed by Cabinet in the current fees and charges schedule but the maximum waiting time be extended to five hours.

11.     That the eligibility criteria for permits be:

              I.   Resident permit

a)    The applicant’s usual place of residence should be in the CPZ

b)   The vehicle is either a passenger vehicle or a goods vehicle of a height less than 3.2 metres (10ft 6ins) and length less than 6.5 metres (21ft 4ins) a gross weight not exceeding 5 tonnes.

            II.   Resident visitor permits

                        a) Applicant’s usual place of residence should be in the CPZ

           III.   Business permit

a)    The business operates from an address within the CPZ

b)   The vehicle is essential for the efficient operation of the business

          IV.   Hotel Guest Permit

a)    Hotels or B&Bs should be registered within the CPZ

Reason for decision:

 

Users of our Main Hall and Committee Room have access to Wi-Fi, but users of our new Annexe do not have this facility, which is essential for many groups. This is a disadvantage to the Committee in terms of maximising our hirings, which allows us to offer the facilities at a competitive rate and attract a variety of groups. The community identified additional and varied activities as a need, which resulted in the building of the Annexe. Since the Annexe opened in April this year, several new groups have commenced. These include two Keep Fit classes for older residents, a Bridge Club and a Lunch Club for over 50s. Existing groups have been able to offer extended hours or extra sessions.

In addition, we can now hire out the two halls simultaneously, so we no longer need to turn away people who want a venue for parties and other celebrations.

The prevalence of serious mental health conditions in Folkestone & Hythe is higher than in the other districts in Kent. The percentage of patients recorded on GP QOF (Quality of Outcome) registers as having schizophrenia, bipolar affective disorder, other psychoses or on lithium therapy is 0.9%, the second highest in Kent. The average across Kent is 0.8%.

There is no other service operating out of hours, 365 days per year, to support people in mental health need in Folkestone & Hythe district, nor in any other part of Kent.

The rec - A drugs box tool for informal education that’s portable.

 

The Rec is a detached project engaging with hard to reach young people.

We engage young people in team work sports, informal education, we help the young people look for jobs in the park, we engage in topical issues affecting young people, we are there to listen too young people, we sign post young people to other organisations if appropriate.

 

We are in the park to support young people. The Drug box will allow us to educate the young people on drug awareness and help tackle drug related issues. The purchase of the kit also allows access to an online training and resource centre.

This year the Fayre celebrates its 26th Anniversary and has grown in size over these years. The event takes Place over two sites, has two arenas of entertainment and 120 stalls to suit all tastes, including crafts, produce, games etc. A Parade through the Town starts the day off with around 400 people taking part.

The Fayre is supported by local traders, the Town's three churches and the Old School Trust, all of these are open to visitors on the day.

The whole community is brought together for the Country Fayre and it truly is a "Community Event Revitalising Community Spirit" and an event for the Town to be proud of.

More people from the African Diaspora are moving to Folkestone. On the first ever ‘Windrush Day’ this year Origins together with Dr Legumes hosted a Kaiso workshop in Dr Legumes restaurant that attracted a mixed audience that included many new African Diaspora residents to Folkestone.

Whatever enables people to feel accepted and part of the community is beneficial to, not only those people but, the community as a whole. This will be our fourth year of hosting events and interest from the community as a whole is growing year on year.

In the UK, clothing has the fourth largest environmental impact after housing, transport and food.

In line with a national growing awareness of environmental crisis and the District Council’s resolution in July that ‘We are in a climate emergency’ and ‘all strategic decisions, policy, budgets, investments, contracts, approaches to planning decisions and the council’s own developments are in line with a shift to zero carbon by 2030’, many organisations and groups in Folkestone are committed to reducing environmental impact and improving environmental performance. ‘a:dress’ will make a meaningful contribution

to this commitment by

• disseminating clear information about climate emergency and the role played by fast fashion

• mounting creative, accessible and fun events and workshops across the community to raise awareness of the environmental damage caused by fast fashion

• promoting alternatives to throwing clothes away, such as repairs and community clothes exchanges The focus of ‘a:dress is on female consumers, as women are disproportionately affected by fast fashion.

For example, the impact of sexism and objectification on women’s self-esteem and body image can lead them to be emotionally vulnerable to pressures from the fashion industry. We are committed to engaging with women who regularly buy fast fashion and will set up events for intergenerational dialogue and action.

We have been pleased to provide activities in over 1300 client sessions so far this year, 61% of whom are children and young people. Nearly 50 people have come to us for the first time in 2019 as we are continually looking for new ways to encourage people to try paddling as a way of combatting inactivity and improving fitness levels.

In order to continue to provide this service and resource for our community we need to buy new boats and buoyancy aids.
