Why is there a driver assessment course for taxi licensing?
Before being granted a taxi or private hire driver licence, applicants are usually required to complete a driver assessment course. This course ensures that drivers meet the necessary standards to provide a safe, professional, and comfortable service to passengers.
The course typically includes:
- Vehicle safety check – Ensuring your vehicle is roadworthy and properly maintained.
- Licence and eyesight check – Verifying your eligibility and ability to drive safely.
- One-to-one driving assessment – Conducted by a qualified instructor to evaluate your driving skills.
- Passenger safety and comfort – Assessing how well you consider the needs of passengers.
- Safe manoeuvring and control – Demonstrating your ability to handle the vehicle confidently.
- Knowledge of road safety and driving principles – Including awareness, anticipation, and planning.
- Taxi-specific scenarios – Such as picking up and dropping off passengers safely, and answering questions about vehicle safety and passenger care
Some assessments may also include:
- Wheelchair accessibility tests (if applicable)
- Emergency stop exercises
- Independent driving segments
- Basic Highway Code questions
This assessment helps ensure that licensed drivers:
- Are competent and confident behind the wheel
- Understand their responsibilities to passengers and the public
- Can operate safely in varied traffic and environmental conditions
Booking and preparation
- Courses are available through approved providers such as Green Penny - Driver Assessment or The Blue Lamp Trust - Driver Assessment
- You must have a valid driving licence, appropriate insurance, and a roadworthy vehicle.
- It’s recommended to review the Highway Code and take refresher lessons if needed.
Certification
Upon successful completion, drivers receive a formal certificate and a driver evaluation report, which is submitted as part of your application.
Folkestone & Hythe District Council taxi licensing policy information
New drivers will be required to undertake a Driving Standards Assessment for Hackney Carriage/ Private Hire Drivers. Applicants are advised to undertake this test and obtain a pass certificate before making their full application. The test must have been taken within 12 months of the application. Drivers who hold a valid driver’s licence from F&HDC and are converting to another type of drivers licence (e.g. Private Hire to Dual Driver) will not be automatically required to undertake a Driving Standards Assessment as part of the application process.
