What is the Housing Staff Competence & Conduct Policy?

The Housing Staff Competence & Conduct Policy sets out how the council will manage and develop the skills, knowledge and experience of the staff who work in the housing landlord service, and take appropriate steps to make sure staff employed by partners who deliver housing landlord services on our behalf (such as repairs contractors) also have the necessary skills, knowledge and experience.

What is the Housing Staff Code of Conduct?

The Housing Staff Code of Conduct sets out the standards of behaviour expected from all housing landlord service staff, for the clarity of staff and tenants alike.

Why do we need them?

The Regulator of Social Housing sets the standards it expects social housing landlords like the council to meet.

In October 2026, the Regulator will be introducing a new Competence and Conduct Standard. As part of this new standard, the council, like all other social housing landlords in the country, will need to:

  • ensure managers across the housing landlord service have obtained the right level of qualification for their role
  • have a written policy setting out how we will manage and develop the skills of housing landlord staff who are in scope of the standard
  • give tenants meaningful opportunities to influence and scrutinise the development of the policy
  • have a code of conduct for housing landlord staff who are in scope of the standard
  • give tenants meaningful opportunities to influence and scrutinise the development of the code of conduct

So, it’s really important that you give us your feedback on the draft documents.
