Council housing tenant consultation on ‘de-pooling’ service charges

Tenants living in our blocks or schemes pay what is known as a service charge in addition to their rent. Service charges are required to meet the cost of facilities such as grounds maintenance, communal area heating, and cleaning.

Currently, tenants pay a flat rate for their service charge, regardless of the actual services they receive. The council is looking at a revised system of charging for the individual services each block, or scheme receives - a process known as ‘de-pooling’ - which will be a fairer way of apportioning out charges for all tenants.

The council is seeking feedback from tenants about possible changes to the service charges paid by some tenants for the communal services they receive from April 2026.
