Procurement process

Part 10 of the Council's Constitution sets out the rules our officers must follow when purchasing goods, services and/or works. The financial thresholds listed below determine what process we may use to procure contract.

Contracts up to £10,000 (excluding VAT)

  • F&HDC officers will seek at least one written quote in advance.

Contracts from £10,000 up to £100,000 (excluding VAT)

  • F&HDC officers should seek at least three written quotes in advance; or work with the Procurement team to carry out competitive open tender process and to advertise the opportunity on Contracts Finder if the contract is over £25,000 (excluding VAT).

Supplies and Services Contracts from £100,000 up to £179,086.67 (excluding VAT)

  • F&HDC officers should work with the Procurement team to carry out competitive open tender process and to advertise the opportunity on Contracts Finder.

Supplies and Services Contracts from £179,086.67 (excluding VAT)

  • F&HDC officers should work with the Procurement team to carry out full competitive tender process as required by the Public Contract Regulations 2015, including advertising the opportunity on Find Tender (FTS) and Contracts Finder.

Works and Concession* Contracts from £100,000 up to £4,477,174.17 (excluding VAT)

  • F&HDC officers should work with the Procurement team to carry out competitive open tender process and advertise the opportunity on Contracts Finder.

Works and Concession* Contracts from £4,477,174.17 (excluding VAT)

  • F&HDC officers should work with the Procurement team to carry out full competitive tender process as required by the Public Contract Regulations 2015 (or the Concession Contracts Regulations 2016), including advertising the opportunity on Find Tender (FTS) and Contracts Finder.

Concession agreements (where the concessionaire obtains revenue through exploiting the service instead of or in addition to payment by the council) are instead subject to The Concession Contracts Regulations 2016.
