What is a Neighbourhood Management Policy?
This policy will set out the council landlord service’s approach to the way we manage and maintain all the communal (shared) areas where you live. This mainly applies to blocks of flats where there are shared indoor areas such as the entrances, stairs, walkways etc, and outdoor areas such as communal gardens, car parks, bin areas and so on.
The Policy will set out our service commitments and hopefully will be clear about what we can and cannot do.
It is an ‘umbrella’ policy and will cover a number of different areas as listed below:
Cleaning
Grounds maintenance (gardening)
Trees
Snow and gritting
Inspections
Parking and vehicles
Garages
Items in communal areas
Mobility scooters
CCTV
Graffiti and vandalism
Communal Refuse arrangements
Fly-tip
Improvements
Why do we need it?
We think it is important that there is a clear policy covering these areas so that:
- There is a clear and publicly available statement of our service commitments to our tenants and leaseholders.
- Tenants and leaseholders can be involved in the development of these services, via this consultation.
- Tenants and leaseholders can hold us to account and challenge us if we are not meeting our commitments.

All comments will be considered before the final version of the policy is completed and approved by the Council Cabinet later in 2026.
