This is a free non-profit making community event paid for by the committee fundraising, sponsorship and programme advertising and sales.  It attracts visitors to our town and district from all over the South East region and therefore promotes the area as a whole.  Local youth organisations and charities, as well as national charities have stalls at the Fayre, which enables them to fund raise for their individual causes.  Over the past 24 years the Country Fayre has helped these groups and charities raise more than £100,000.

This year the Fayre celebrates its 25th anniversary and has grown in size over the years.  The event takes place over two sites, has two arenas of entertainment and 120 stalls.  A parade through the town starts the day off with around 400 people taking part.  The Fayre is supported by local traders, the town’s three churches and the Old School Trust.  The whole community is brought together for the Country Fayre and it truly is a ‘Community Event Revitalising Community Spirit’ and an event for the town to be proud of

New Romney Country Fayre 2019 – publicity and programme printing.  This is a free non-profit making community event paid for by committee fundraising, sponsorship and programme advertising and sales. 14/12/2018 - Seabrook CEP School ref: 1900    For Determination

Values Passport Scheme – This links the school to six Christian Values and was created by the children.  It is an opportunity to demonstrate the Christian Values; love, perseverance, forgiveness, peace, hope and respect in their daily lives and be acknowledged for it.  The children have to show each value three times during their time at school, when they achieve each value once they will be awarded a wristband and when they achieve it for the third time, they will be awarded a cotton badge which can be embroidered onto their uniform.  Once all Christian Values have been achieved all children will graduate and be awarded a medal to celebrate their journey.  The funds will enable the school to purchase the wristbands, the badges and medals to facilitate this project.

The project will develop the children emotionally, socially and holistically.  It will enable them to give to their community and prepare them for life.  It will enable the children to engage in a variety of activities to help others and develop a host of essential skills.  Children can be awarded for helping an elderly relative in some way, supporting a local charity, supporting homeless people, achieving something outstanding, eg climbing a mountain or facing a fear.  The rewards will acknowledge all children’s accomplishments and give them a sense of pride as well as enabling them to reflect on how they can make a difference to others.

Funding of a new boiler – the funding will be used towards the replacement of our current boiler in the village hall. Our current boiler in the Stelling Minnis village Hall has shown signs of falling over the past two years. Any funding received will be used to remove the existing boiler and replace it with a similar boiler so that we can continue to provide local services to local people using our village hall.

Events and services include (coffee mornings, Pilates for seniors, yoga sessions, fitness sessions, band rehearsals, art clubs, art exhibitions, social events and various services provided to young people – ie Brownies).

We have 4 Syrian refugee families with children in this school for whom the funding has stopped but the needs continue. Some of our British born families are living in conditions of extreme hardship.

14/12/2018 - Our Lady Help of Christians ref: 1885    Recommendations Approved

Parish Hall – Building a stronger community in Central Folkestone.  The overall aim is to develop the two adjoining church halls into an attractive, functional, affordable useable spaces for community and church use.  This application is for funding to replace a water heater and contribution towards replacing an external door and its surround. 

 

The hall is already used as part of the Winter Shelter for the Homeless Project, has been used as a food bank, and a number of church and community activities and events.  .

14/12/2018 - Academy FM Folkestone ref: 1883    Recommendations Approved

Mental Health Shorts – This project will work with 30 young people to research 10 common mental health problems.  They will produce a series of radio features for broadcast which will be re-versioned into videos and create webpages to host it all.  It is vitally important that parents have a good idea of the mental health issues so for the final part of the project 8 local adults will be trained to present a regular radio show talking about parenting with a mental health focus.

There is a mental health crisis developing in young people.  We aim to work with young people at the Folkestone Academy.  Many of the school’s students come from deprived backgrounds.  The Kent Local Transformation Plan (2017) tells us that mental health disorders are consistently associated with deprivation, with 1 in 10 children having a diagnosable condition.

Lydd Christmas Dinner – Lydd meeting point will be having their Christmas dinner at Hardy Hall in Lydd.  This will enable all those who attend to enjoy a Christmas dinner with others. Some of our attendees will be spending Christmas alone this year so this meal is very important to alleviate loneliness and isolation levels amongst our older and elderly members.

Reason for decision:

 

CARM has been running since 1987, when we originally only provided Meeting Points, in order to provide friendship to older and elderly people who were lonely or isolated on Romney Marsh. Since then, we have expanded our services, but our Meeting Points continue to be an essential part of our work, as levels of loneliness are exacerbated with a lack of public transport, and as more families have to move away from the Marsh to find work, meaning family ties are broken. Loneliness is recognised as a national problem, as evidenced by the appointment of a Minister for Loneliness.

Reason for decision:

 

We are applying for £567, part of the funding for a mental health project. Our charity is based in a school and we have seen a considerable rise in the number of mental health problems recently. For the bulk of the funding we have applied to the Kent Community Foundation. Our project will work with 18 young people from Folkestone & Hythe who will learn about mental health issues by taking part in debates (including panel debates with an audience, and radio debates in our studio) – in addition around 160 young people will be in the audiences. Finally, we will train 18 young people to be Mental Health Ambassadors, capable of identifying common problems amongst their peers.

 

This is not part of any school curriculum. We will work with the Folkestone Academy (which serves a deprived area) and Folkestone School for Girls (high-achieving girls is an ‘at risk’ group). Your grant will allow us to prepare and disseminate the information from this project to other schools. The project isn’t Folkestone town based – the Girls School has many pupils from Hythe and the surrounding area, and we will distribute audio and text information to schools in Folkestone, Hythe, and further afield.

14/12/2018 - Hythe and Saltwood Sailing Club ref: 1876    Recommendations Approved

New Windsurf Equipment & Improved Weather Station - The purchase of new (second hand) windsurfing equipment for members new to the sport. The purchase of a flag pole, weather station and webcam for improved vital weather data.

 

HSSC is a sailing and water sports club based on the seafront in Hythe. Our members come from all walks of life from all around the local area. Many members sail or windsurf with us competitively, but the vast majority just enjoy taking part in a leisurely sport. As an RYA accredited club, we offer training sessions in sailing, windsurfing, kayaking and stand up paddle boarding. We are keen to promote water sports to help people lead a healthy lifestyle and enjoy the beautiful coastline in Hythe.

 

We currently have 2 projects that we are seeking funding for.

 

Project 1 – new windsurf equipment – seeking funding of £1,000

An increase in membership and interest in windsurfing means we don’t have enough windsurfing equipment available. Club equipment constantly needs updating as it gets worn out or technology changes. We are looking to purchase some second-hand windsurfing equipment, as it provides better value, to replace items that have been lost or damaged.

 

Project 2 – improved weather station – seeking funding of £2,198

Our current weather station, webcam and flag pole all need replacing and updating. The flag pole needs to be higher to source better weather information and the current weather station needs replacing.

 

UPDATE – 22 MARCH 2019 – Cllr Ewart-James has agreed for funding to be diverted towards the purchase of a new boat.

 

Every March we have regular maintenance days where the club volunteers get together and get the club and equipment ship shape for the summer season.  At last weeks session we discovered that one of our rescue boats seems to be damaged beyond economical repair – this is bad news as without the rescue boat we can’t race or run training sessions, which we are due to start up in early April.

 

At our Committee meeting last night we discussed the progress with the weather station and flag pole and as these items have not yet been purchased I suggested that I ask if you would consider us being able to divert the grants you provided us with away from the flagpole and weather station and towards the purchase of a new rescue boat which will set us back in the region of £3-4,000.  I am sure you can understand that this has to be a priority for us, over the weather station and flagpole.

Project 1 – new windsurf equipment

Over the past few years our membership has increased, with many of our new members wishing to learn to windsurf. Having new members is fabulous news for the success of the club but it also brings the challenge of providing equipment for those of them that are new to the sport. As a club we try to offer all members, both young and old, the opportunity to try a sport before committing to purchasing their own equipment. We run regular windsurfing clubs and need good quality equipment for our members to use at these sessions before they commit to purchasing their own equipment.

 

Project 2 – improved weather station

The data we get from our weather station is vital in planning races and training sessions and the current system is now outdated and needs replacement. Having accurate data on windspeeds, directions and potential storms etc allow us to ensure our members are always safe on the water. The current system no longer provides accurate data and we have been advised that it needs replacing.

The proposal is to extend the Guildhall North (Zone E) Controlled Parking Zone (CPZ) to include Kingsnorth Gardens, part of Cheriton Road and Castle Hill Avenue as shown in appendix 1. This report puts forward the findings of the public consultation for the proposed extension and makes recommendations that reflect the responses received.

2.         That subject to statutory consultations, parking controls are progressed in Kingsnorth Gardens and part of Cheriton Road/Castle Hill Avenue as shown in appendix 1.

3.         That the hours of operation for the permit restrictions replicate Zone E, Monday to Saturday (excluding bank holidays), 8am -6pm.

4.         That non-permit holders be allowed free limited waiting for up to an hour.

5.         That each household be restricted to two resident permits.

6.         That the number of residents’ visitors’ permits per household be limited to 50 in any year but this limit be extended in exceptional circumstances.

7.         That residents and businesses with more than one car be entitled to buy a shared permit for the number of vehicles registered to them.

8.         That the fees for permits and eligibility criteria replicate current arrangements for existing scheme as follows:

II.     Resident visitor permits

             Applicant’s usual place of residence should be in the CPZ

III. Business permit

a) The business operates from an address within the CPZ

b) The vehicle is essential for the efficient operation of the business

9.      That a proposed amendment traffic regulation order be advertised as soon as possible for the implementation of the recommended parking controls, and that the Transportation Manager reports back to the Cabinet Member if there are any objections.

10.    That a full review of the extended area be carried out 12 months after implementation.

 

 

 


Reasons for decision:

The Cabinet Member for Transport and Commercial is asked to agree the recommendations set out below because:

a)           Kingsnorth Gardens has been been affected by long-term commuter parking problems and an extension of the CPZ (Zone E) to include this area will help address the issues residents are experiencing.

b)           The responses received indicate a majority of respondents are in favour of parking controls to be introduced.

We are starting up a new project alongside the Rec called The Loft.

 

This group will be based inside The Old St Saviours Church on Canterbury Road, it is aimed at 17-25 year olds on a Tuesday night between 7.30-9pm, we want to create a safe space for young people to come in and just have a chat, someone to listen to them, to be able to get help and computer access to apply for jobs.

 

Provide free Wi-Fi and free tea and coffee, to help get young people into an employable state, access services they don’t know about.

 

We will be working in partnership with Harbour Church, who are providing the Hall for free and some volunteers.

 

We will be spending the money on some equipment for the group, to help access training for the volunteers and young People, advertising for the group.

 

Also to help them set up their own business and provide a means of them gaining employment.

Reason for decision:

 

Out of our previous project The Rec, we have identified a need to set up a new youth provision within east folkestone called The loft aimed at 17-25 year olds to be based at St saviour's old building every Tuesday (Term Time) between 8-9.30pm, this to be linked with The Rec, but also a stand alone project.

 

FYP engage with lots of young people within this age range and they have told use there isn't anywhere they can simply hang out and get help with trying to get into work, somewhere to go when it’s wet and cold - other than pubs.

 

So the space will include access to employment support- digitally and relationally, referrals to mental health charities if identified, opportunities to develop skills, obtain advice and support while having fun, all volunteers will be trained professionals running skill sessions.

 

The team will consist of experienced and qualified youth workers, a worker that is fully trained in youth justice, volunteers that have the skills and knowledge to support mental health and others with wealth of life experience to engage with young adults relationally.

 

As with any provision, it requires fluidity, needs have been identified, however the setting will be flexible and will adapt as needed.

Light up New Romney Lantern Parade – Materials for Lantern making workshops – a series of workshops including two at St Nicholas School to enable as many people as possible to get involved and make their own lanterns for the parade.

 

The event culminates at the Old School, with carol singing in the garden.

Reason for decision:

 

There was a clear need for a winter/Christmas event to help provide a boost to New Romney for both the community and traders.  Late night shopping in the town had not taken place for over a decade. Compared to how vibrant the community spirit is during the summer, the consensus was that New Romney was a sad place in the winter with no events taking place.

 

We wanted to produce a winter event which the town would be proud of and which would benefit the community and traders on the High Street. Last year saw our first Lantern Parade which was a great success with an estimated 2000 people attending the parade and the all-day workshop.

Hythe Mind Shop connection – The Mind shops for Folkestone & District Mind have been a fixture of the Hythe high street for some time now and as well as offering a wonderfully eclectic range of donated goods.  It also gives us a chance to employ local volunteers of all ages and wellbeing and an opportunity to speak to local people about the range of services that we offer to help them with their own mental health problems. 

 

The biggest challenge we currently face is being able to connect the shops to our main resource centre, to promote our shops online and to be able to take card payments for goods and donations.

Churchyard Bench – Monks Horton is a delightful village in the Kent Downs Area of Outstanding Natural Beauty.  Many locals and visitors enjoy walking or cycling along the quiet lanes and visiting the beautiful C13 Grade 11 listed Church of St Peter.  Members of the MHPM thought that the churchyard would benefit from having a bench where visitors could sit and rest for a while and enjoy the peace and tranquillity of this delightful setting.
