Checks carried out by the Council
Before your licence is issued the council will carry out the following checks:
1. Certificate of Good Conduct
If you have not lived in the UK for 10 years, or have spent more than three months outside the UK while living here for 10 years, you need to provide a Certificate of Good Conduct from the relevant embassy of every country you have lived in.
What is a Certificate of Good Conduct
2. ‘Fit & proper’ or ‘Safe & suitable’ person
Before someone can be granted a taxi or private hire driver licence, the licensing authority must be satisfied that the applicant is a fit and proper person. This is designed to protect the public, especially children and vulnerable adults, by ensuring that only trustworthy and responsible individuals are licensed to drive passengers.

3. NR3 check
This is an additional check carried out regarding anything that needs to be taken into consideration when processing an application to be a Private Hire or Dual Driver (Hackney) licence holder.
